Presentation of findings and evaluation of the VAT parallel audits

On October 19, 2011, a presentation of findings and evaluation of parallel audits, which aimed at administration of Value Added Tax (VAT), took place at the Supreme Audit Office (SAO). The second parallel audit was conducted within years 2008–2010 by two supreme audit institutions: the SAO and the Federal Court of Auditors – Bundesrechnungshof (BRH).

Annual meeting of Contact Committee of the heads of supreme audit institutions of EU countries and European Court of Auditors

On October 13–14, 2011, the Contact Committee met in Luxembourg. Delegates from supreme audit institutions of EU candidate countries, and representatives INTOSAI Development Initiative, EUROSAI, and SIGMA were invited to the meeting as well.

The SAO audited funds earmarked for improving competitiveness of agriculture and forestry under the Rural Development Programme

The audit aimed at state budget funds and financial resources from the European Union provided for implementation of projects in the area of improvement of competitiveness in agriculture and forestry of the Czech Republic (Axes No. I of the Rural Development Programme for period 2007–2013) and scrutinized whether the funds had been utilized in agreement with the pre-set conditions.

Cílem kontroly bylo prověřit, zda peněžní prostředky státního rozpočtu a Evropské unie určené na zlepšení konkurenceschopnosti zemědělství a lesnictví ČR (OSA I Programu rozvoje venkova České republiky na léta 2007–2013) byly poskytnuty a použity v souladu se stanovenými podmínkami.

The SAO audited funds earmarked for improving the environment and landscape under the Rural Development Programme

The audit was conducted as a pilot project for audits coordinated by the Supreme Audit Office (SAO) and the European Court of Auditors (ECA), which was carried out on the basis of the Memorandum concluded between the two institutions on July 14, 2010. The auditing procedures followed the International Standards of Supreme Audit Institutions (ISSAI).

Kontrolní akce byla prováděna jako koordinovaná kontrola NKÚ a Evropského účetního dvora (dále jen „EÚD“) na základě memoranda o porozumění, které uzavřely NKÚ a EÚD dne 14. července 2010. Kontrola byla prováděna v souladu s mezinárodními standardy nejvyšších kontrolních institucí (ISSAI).

The SAO audited the state budget funds spent on indemnities for maladministration or illegal decisions

The audit scrutinised the funds designated for indemnities paid under Act No. 82/1998 Sb., on liability for damage caused by the execution of public authority by illegal decision or incorrect official procedure, and on amendments to Czech National Council Act No. 358/1992 Sb., on notaries and their activities (the Code of Notarial Practice).

NKÚ zkontroloval peněžní prostředky státu určené na odškodňování podle zákona o odpovědnosti za škodu způsobenou při výkonu veřejné moci

Cílem kontroly bylo prověřit hospodaření s peněžními prostředky státu, které jsou vypláceny jako odškodné nebo v souvislosti s ním na základě zákona o odpovědnosti za škodu způsobenou při výkonu veřejné moci rozhodnutím nebo nesprávným úředním postupem.

Návštěva slovenské delegace na NKÚ

Ve dnech 12. - 13. října 2011 navštívila NKÚ delegace NKÚ SR vedená místopředsedkyní úřadu Zorou Dobríkovou. Schůzka navázala na setkání, které se uskutečnilo v minulém roce v Bratislavě.

Prezentace výsledků společné kontroly NKÚ a Spolkového účetního dvora v oblasti správy DPH

Dne 19. října 2011 se na NKÚ konala prezentace výsledků následné kontroly NKÚ a BRH (německý Spolkový účetní dvůr) na téma správy daně z přidané hodnoty. Následná kontrolní akce byla provedena NKÚ a BRH v letech 2008 až 2010 a byla ukončena vypracováním společné závěrečné zprávy.

Schůzka Kontaktního výboru nejvyšších kontrolních institucí Evropské unie a Evropského účetního dvora

Kontaktní výbor je mezinárodním fórem nejvyšších představitelů nejvyšších kontrolních institucí (SAIs) Evropské unie pro výměnu zkušeností s kontrolami tematicky souvisejícími s EU. Schází se každý rok s cílem projednat klíčové a aktuální otázky týkající se externího auditu v členských státech EU i Evropské unii. Cílem kontroly bylo prověřit hospodaření s peněžními prostředky a majetkem státu, se kterými jsou příslušné hospodařit vybrané krajské hygienické stanice.

Výměna zkušeností v oblasti kontrol životního prostředí

Ve dnech 4. – 5. 10. 2011 proběhlo v Bratislavě setkání odborníků NKÚ a NKÚ SR s cílem výměny zkušeností v oblasti kontrol životního prostředí. Obě instituce spolu provedly v minulosti již několik koordinovaných auditů a často se setkávají za účelem porovnání informací z kontrol nejrůznějších oblastí životního prostředí.

On September 12, 2011, a one-day seminar on fight against corruption took place the U Hájků congress centre in Prague. Afterwards, members of the INTOSAI Working Group on Fight Against Corruption and Money Laundering met on September 13–14, 2011. Both events were organized by the Supreme Audit Office of the Czech Republic, which has been a member of the working group since last year.
